What DORA requires

DORA sets two testing tiers. Baseline resilience testing (Articles 24–25) applies to most non-micro entities: a proportionate programme testing the systems that support critical or important functions at least annually. Threat-led penetration testing (Articles 26–27) is an advanced obligation only for entities identified by their competent authority.
